The Fallowed Land Registry is a voluntary platform that helps agricultural irrigators within the Paso Robles Groundwater Basin register fallowed or repurposed lands. It provides documentation, verification, and transparency to support sustainable groundwater management. The platform uses satellite-based ET data, crop mapping, and other public datasets to support enrollment and basin-scale insights.

Agricultural irrigators with land in the Paso Robles Groundwater Basin (DWR Basin No. 3-004.06) can enroll. You need a farming unit—contiguous or semi-contiguous parcels under the same ownership, managed as a single irrigated farming operation, with a fallowed area of at least 2 acres. A Farming Unit Administrator, authorized by all landowners, submits the enrollment. See the Glossary for full definitions.

Enrollment has three steps: (1) Submit Application—create an account, complete self-certification, and add contact information; (2) Register Fields—use the map-first interface to confirm or claim your farming unit, add crop and irrigation details, mark wells, and draw fallowed areas; (3) View Data—access monthly ET data, precipitation, and crop mapping for your enrolled fields. The platform uses satellite-based evapotranspiration (ET) data from OpenET, crop field boundaries and classification from Land IQ, and farming unit boundaries. Monthly ET (total and net), precipitation, and climatologic data support enrollment dashboards and automatic screening of fallowed areas. See Data Sources for details.

The Paso Robles Groundwater Basin (also called the Paso Robles Area Groundwater Subbasin) is DWR Basin No. 3-004.06. Its boundaries may be modified from time to time in accordance with Water Code section 10722.2. The registry serves agricultural irrigators within this basin to support voluntary groundwater sustainability efforts.

The Registry supports the Multi-Benefit Irrigated Land Repurposing (MILR) Program within the Paso Robles Area Groundwater Subbasin. MILR encompasses Groundwater Sustainability Measures (irrigation optimization, extended fallowing, dry farming, etc.) and Land Repurposing Measures (conservation cover, habitat restoration, managed grazing, groundwater recharge, recreation, renewable energy). ET data, precipitation, crop mapping, and groundwater monitoring data are typically updated on a monthly basis. See Data Sources for details on update schedules and data currency.

We aim to keep updates backward compatible. When significant or breaking changes occur, they are documented in the Changelog so you can plan accordingly.

The registry collects enrollment data including contact information, farming unit and field details, crop and irrigation information, well locations, and fallowed area boundaries. This supports verification, basin insights, and program administration. See the Privacy Policy for full details.

Your enrollment data is used for verification of fallowed areas, basin-scale analytics and insights, and program transparency. It supports the County and GSAs in administering the registry and the MILR Program. See the Privacy Policy for how we handle your information.

Your data is accessible to authorized County of San Luis Obispo and Paso Robles Basin Groundwater Sustainability Agency (GSA) administrators for program administration. Access is limited to those with a legitimate need to support enrollment verification, basin insights, and compliance.

Data sharing is governed by the Privacy Policy. Basin-level aggregates and statistics may be publicly available for transparency, while individual enrollment data is handled according to program requirements and applicable law.

Data retention is governed by the Privacy Policy and program requirements. Records may be retained as needed for program administration, compliance, and auditing purposes.

You may withdraw from the registry. Data deletion and withdrawal rights are described in the Privacy Policy. Contact Support for assistance with withdrawal or data requests.

Enrollment in the Fallowed Land Registry is voluntary. By enrolling, you agree to comply with the program requirements, provide accurate information, and maintain up-to-date records. See the Terms & Conditions for full details.

The Farming Unit Administrator is responsible for maintaining up-to-date information in the registry. You can log in to the platform and update your enrollment details, including fallowed areas, crop information, and contact information, as needed.

Yes, you may withdraw from the registry. The withdrawal process and any implications are described in the Terms & Conditions. Contact Support for assistance.

During enrollment, you complete a self-certification confirming that the information you provide is accurate to the best of your knowledge. This includes your farming unit and fallowed area details. The certification is part of the enrollment process.

A farming unit must have a fallowed area of at least 2 acres. The farming unit itself consists of contiguous or semi-contiguous parcels under the same ownership, managed as a single irrigated farming operation. See the Glossary for full definitions.

The Terms & Conditions and the Agricultural Offset Ordinance (County Code section 22.30.204) govern consequences for inaccurate information. It is important to provide accurate and complete information at enrollment and to keep your records up to date.
